Microsoft 365 Copilot pricing: a seat price and a second meter

Microsoft 365 Copilot pricing runs two meters at once. A seat costs $30 per user per month on an annual commitment and covers Copilot inside Word, Excel, PowerPoint, Outlook and Teams. Agents bill separately in Copilot Credits, at $0.01 each through Azure or $0.008 in prepaid packs. The seat carries no credit balance. It zero-rates some agent usage instead, up to limits Microsoft won't publish.

Key takeaways

  • A Microsoft 365 Copilot seat is $30.00 per user per month paid yearly or $31.50 paid monthly, both on an annual commitment.

  • One Copilot Credit costs $0.01 on pay-as-you-go. Prepaid packs sell 25,000 credits for $200.00 a month, or $0.008 a credit.

  • Credits meter agent events, not tokens: 1 for a classic answer, 2 for a generative answer, 5 for an agent action, 10 for tenant graph grounding.

  • The seat zero-rates most employee-facing agent usage, but Microsoft caps that at "fair usage limits" it never quantifies.

What Microsoft 365 Copilot actually meters

Microsoft meters agent events and publishes a tariff for each one, with worked examples. Few vendors in this index go that far.

One interaction fires several meters together. Microsoft's own example bills a grounded reply at 12 credits, 10 for grounding plus 2 for the generative answer. Its support-agent example runs 7,200 credits a day, which is $72.00 on pay-as-you-go and burns a 25,000-credit pack in under four days.

Tokens only enter through the premium AI tools line, when an agent uses a reasoning model. Everything else prices the event, so forecasting turns on traffic volume rather than prompt length.

How Copilot Credits work

Credits pool at the tenant, not the seat. Each prepaid pack grants 25,000 credits a month, packs stack, and admins allocate slices of the pool to individual environments. Unused credits don't roll over, and they reset each billing period.

Deduction order is published: prepaid capacity first, from packs or the one-year pre-purchase plan, then pay-as-you-go. Tenants get up to 10 credit policies, each scoped to a security group, so finance can cap one department without touching another.

The spending controls go further than most. Admins set a monthly ceiling per policy and a second one per user, set alert thresholds as a credit count or a percentage, route credit requests through a custom approval flow, and read consumption by policy, group, user, agent and funding source.

What happens when you hit the limit

Three different things happen, depending on how billing was configured.

With pay-as-you-go attached, usage past your prepaid credits bills to the linked Azure subscription at $0.01 a credit and nothing interrupts. With a standalone credit policy and no Azure subscription, Copilot Chat stops for that policy's users until credits replenish next month.

Copilot Studio adds a third behaviour. Microsoft tolerates overage as a grace period, then enforces at 125% of prepaid capacity by disabling custom agents, and users get "This agent is currently unavailable." Agent flows block new runs at 100% while the parent agent keeps answering.

Flexprice’s Take

Microsoft published a real per-event tariff for agent work, then attached it to a seat that grants no credits and promises "fair usage" instead.

The credit half is the strongest documentation in this category. Every agent feature carries a published rate: 2 credits for a generative answer, 10 for tenant graph grounding, 35 for a minute of GenAI voice. Deduction order is stated, credits pool tenant-wide, and admins get per-user ceilings and per-agent reporting. Prepaid packs land at $0.008 against the $0.01 pay-as-you-go rate, an honest 20% discount.

The seat half undercuts it. You're told agent usage is included at no charge, then a footnote reserves the right to change unquantified fair usage limits, with Computer-Using Agents carved out entirely.

Credits live in two consoles: Power Platform for Studio, the Microsoft 365 admin centre for Chat and Cowork. Copilot Studio cuts custom agents off at 125% of prepaid capacity, so a quarter of an unbudgeted month lands first.

Best For

Tenants that can forecast agent traffic and want per-group spending caps.

Watch Out For

The undisclosed fair usage limits and two separate credit consoles.
